[7934] Implement ACHIEVEMENT_CRITERIA_TYPE_WIN_RATED_ARENA

Also added ACHIEVEMENT_CRITERIA_DATA_TYPE_VALUE and support
this criteira special cases base at `achievement_criteria_data`
that required DB support.
