7fdbe497e9 [9518] Implement account associated execute for RA commands
* Now at login by RA-connection RA-connection use account id/access level
  for commands execute. So at login with moderator access by RA-connection you
  can execute only moderator level commands. For administrator level accounts
  allowed execute only console level commands if new config option RA.Stricted = 0.
  For security reasons by default RA.Stricted = 1.
* RA-connection executed commands now logged for associalted account id
* Some own account related commands allowed execute in RA-connection

NOTE: config version updated because RA.Stricted = 1 not compatible with old
      way work and this can break tools thta use RA-access if it not disabled.
      Yuo will need update mangosd.conf.

e520d8409e [9466] Implemented SOAP in MaNGOS
- removed deprecated code from RASocket
- allow more than one login at a time on the RA console
- added gsoap library for handling SOAP requests
- removed deprecated mangos_string entry

Thanks to:
- Derex for reporting a bug which occured if more than 1024
    players were connected  [poll() vs select()]
- caeruleaus for adding windowsbuild support
- vladimir for suggesting a different thread starting order
- fdb_ for suggesting SOAP in the first place

6d4693e770 [9371] Implement .reload all_gossips
* For reload `gossip_menu`, `gossip_menu_option`, `gossip_scripts`,
  `npc_gossip`, `points_of_interest` by single command.
* Also fixed reloading `points_of_interest`.

.event start/stop will now output the started/stopped eventame+id
.event activelist got renamed to .event list with optional parameter "all"
so .event list - will list all active events
and .event list all - will list all events including inactive ones

13b709a10b [8249] Implement support spell_proc_item_enchant table for ppm item enchantments triggering at hit.
* Added a new SQL table, spell_proc_item_enchant, for "custom" ppmRates on Item Enchants that do not use auras.
  With table data this must fix ppm for effect from 8033 and ranks enchanting, and item 6947/10918 and ranks enchanting.

* Implemented SPELLMOD_FREQUENCY_OF_SUCCESS (26).
  That must fix work talent 14113, spell 32645 with ranks, glyph 41094 and item set effect 64917 in frequency part.

Thanks to MaS0n as author alternative patch that partly used in this patch.

f99f477fe8 [8169] Implement new optional table spell_check and console command .debug spellcheck
* Table expected to be store data mirror same data in code:
  - explicit spell ids with related expected spell properties like effects, spell family or auras
  - implicit requirements for select some spell sets like spell family masks, icons or visual values
* For check can be used .debug spellcheck _console_ only command.
* Main purpose table and related command check code parts for outdated data at client switch.
  It also can be used for check data in patch writing time to be sure code correctness.

1f2670facf [7839] Rafactoring player targeting code in chat command and related cleanups/improvments.
* New extractOptFirstArg function for easy get 2 args in case option playe name as first arg.
* New extractPlayerTarget function for get player pointer/guid/name for online/offline player base at provided name
  or if not provided by current seelction with error cases processing.
* Property apply mute/unmute in case use different character name from loggined currently for account.
* .reset commands can be used from console now
* .repairitems comamnd can be used from console now but only to online player.

ab2bdc3e69 [7518] Implement new script command SCRIPT_COMMAND_PLAY_SOUND (look in World.h for args)
* Also rewrite use SMSG_PLAY_OBJECT_SOUND/SMSG_PLAY_SOUND
  Now WorldObject have 2 function for sound level dependent from distance (PlayDistanceSound)
  and for not depednet (PlayDirectSound)
* Old Player::PlaySound function removed and uses need to be updated to WorldObject functions
  Note: function called for _source_ of sound in different from old function.
* chat command .debug ps removed and .debug playsound can used for bother packects test:
  if no selection used SMSG_PLAY_SOUND, if selection exist including self then SMSG_PLAY_OBJECT_SOUND.

fc94d6991c [7503] Implement proper (not 2 level limited) help.security set for chat commands and subcommands. Update some commands data.
* Now `command` table loading set data for any use subcommand levels
* Errors output for not existed in code commands at related data loading from table.
* Detail log level report outout about overwrited security level for loaded chat command data.

Using this functionality found and fixed/update data for `command` in mangos.sql

NOTE: some command security levels changed.

1fca6de6f3 [7349] Implement spell cast depenences from area/quest.aura state store in new table spell_area.
* It allow store requirenments: area, active or rewarded quest (until possible another quest not rewarded),
  aura present at character, character race/gender.
* Listed spell can marked as auto-casted when fit requirents. In this case spell requirements checked at
  zone/subzone update (and then resurraction also), quest start/reward, dummy aura apply.
* Old hardcoded lines for similar check removed from sources and required DB support for work now.
